Factors Related to Heterogeneity in Public Policy Output

Resumo

The institutional approach based in the North (1990) has the assumption the same institution would lead to homogenous results within countries. However, Menard (2017) argues there is an intermediary layer between the rules of the game (institutions) and the organizational level. This can lead to heterogenous output on the same rule. The purpose of this research is to investigate, under the intermediary institutions approach or meso institutions what are the factors related heterogeneity in the output of a same public policy. Empirically, the analysis is on the Brazilian school food procurement law. Cross section regressions were run. The results show that local context and intermediary institutions features are related to heterogenous output. This research contribution is to identify that, in addition to be a key factor for explaining inequalities between countries, institutions are also important to understand inequalities within the same country.
